Joint Strategic Needs Assessment (JSNA)

Joint Strategic Needs Assessment (JSNA) has been a statutory duty on Primary Care Trusts and upper tier local authorities since 2007.

Aimed at commissioners and policy makers, JSNA provides a comprehensive picture of the current and future health and wellbeing needs of the population and informs commissioning in order to achieve better outcomes and reduce inequalities.

The Health and Social Care Act confirms a much more ambitious and central role for JSNA, including the expectation that JSNA inform new statutory Joint Health and Wellbeing Strategies (JHWS). This has certainly been the case in Essex as the JSNA has been central to the development of the Essex Joint Health and Wellbeing Strategy.

Responsibility to jointly produce JSNA and JHWS, and to commission with regard to them, is placed on Clinical Commissioning Groups (CCGs) and the local authority. Other key bodies will also be obliged to have regard to JSNA.


This resource is the latest in the suite of Essex JSNA products being produced to generate meaningful information for commissioners and policy makers.

Together with the Countywide, District and CCG strategic reports it provides access to a number of resources such as specialist topic reports and the relevant supporting evidence and data.

District Strategic Reports

This section contains a series of profiles for each of the districts and boroughs in Essex. The series forms part of the Essex Joint Strategic Needs Assessment which is intended to provide the evidence base for all commissioning across the county. The portraits paint a broad picture of the local authorities including data on lifestyles, health, education, inequalities, transport and housing. Each profile should raise questions for commissioning and direct further, more detailed analysis in priority areas.

Clinical Commissioning Group (CCG) Strategic Reports

This section contains a series of profiles for each of the Clinical Commissioning Groups (CCGs) in Essex. The series forms part of the Essex Joint Strategic Needs Assessment which is intended to provide the evidence base for all commissioning across the county.

The profiles summarise some of the key issues facing the CCGs in Essex. It provides them with information around the areas of greatest challenge and supports the prioritisation of healthcare needs, areas of joint investment and suggests some key interventions that are evidence based.

Pharmaceutical Needs Assessment

Essex Health and Wellbeing Board Pharmaceutical Needs Assessment (PNA) 2018-2021.
This version replaces the previous Essex PNA and supplementary statements published in 2015.

The PNA is a statutory document that must be reviewed/renewed and published every three years under the NHS (Pharmaceutical Services and Local Pharmaceutical Services) Regulations 2013 (SI 2013 No.349) and amended in 2014, 2015 and 2016.

The PNA is used as the basis for commissioning pharmaceutical services and by NHS England in determining market entry applications from pharmacy contractors and dispensing doctors wishing to provide pharmaceutical services in the area.



Children & Young People Locality Need Assessments

This section contains needs assessments and summaries that present the needs and key messages emerging from existing data sets for children, young people and families in Essex.

The series forms part of the Essex Joint Strategic Needs Assessment which is intended to provide the evidence base for all commissioning across the county.

It will provide the Children’s Partnerships in Essex with an overview of current and emerging issues and with information to help review commissioning priorities and better focus resources.
